To Preserve and develop Bhutan’s rich spiritual heritage through the promotion of spiritual practices by maintaining the pristine nature of monastic discipline, practices and studies together with the standardization of monastic living amenities, encouraging monastic participation in public forums and expansion of Buddhist studies to higher levels.

Our focus at RCSC is to maintain an independent, apolitical civil service that serves the public efficiently, transparently, and with accountability. We aim to uphold high ethical standards and ensure fairness in recruitment, staffing, and promotions. Our civil service will remain small and efficient, while enhancing skills through development programs. We are committed to keeping accurate records and achieving the goals of the Institute of Civil Service Record.
